Transparency in coverage – Machine Readable files

  • As a provision of the Consolidated Appropriations Act, 2021, health insurers and group health plans will now be required to provide pricing information for covered items on a public website via a Machine Readable File.
  • A Machine Readable File is a digital representation of data or information in a file that can be imported into or read by a computer system for further processing.
  • The pricing information provided in these files can be used by third parties, such as researchers and app developers to help consumers better understand the costs associated with their health care.

Non-Quantitative Treatment Limits (NQTL) Annual Analysis Requirements

  • An additional provision of the Consolidated Appropriations Act of 2021 requires that an analysis of the plans non-quantitative treatment limits (NQTL) to be completed annually.
  • NQTL’s are treatment limits that are not represented by a numerical value (i.e. a preauthorization requirement)
  • The analysis must be provided on request to either the Department of Labor, state regulators, or plan participants.
